Cloud Console: configure all SAML and external authentication via the console

Other cloud based tools have the ability to configure SAML, single sign on and other external identity providers via a configuration setting. This could be managed via the cloud console by the users/administrators( as well as cloud support). This would give a lot more independence for customers managing their environment.
