As per current functionality, if we want to create a filter on dimension elements in the rows, create filter dialogue shows only those dimension element which are already part of the rows.
This does not help users if they want to filter dimension elements which are not yet part of the report. To be able to do this, users have to then go back to the edit screen to select members to create new filter.
I think it would be handy to have the full list/hierarchy available already in create filter dialogue so that users do not have to go back to edit view screen every time for this.
