Filter and persistent ordering in Rules list

I would like to have the possibility of

1) Filter the rules list

2) Have the rules list remember my column order

3) Have the rules list remember my ordering of rows

4) Make the rules list remember which element it is on. Currently it jumps to the top every time you change a comment or rule definition, which is unfortunate if your model have many rules. (it is basically not an issue if you have less than 5 rules)

5) (edit) Search function

Note: This would go well with the other idea, of having attributes for rules! Being able to filter rules based on attributes would be great.
