Implement support for "padding" format in Web spreadsheet cells

Web spreadsheet cells currently do not have the ability to define a "padding". Implement padding would give the user more control over the positioning (especially also vertical positioning) of texts in a cell. It might also allow for friendlier formatting of input cells, for example. See attached image.
