Disable mode for user controls

Option to set criteria to enable/disbale user controls (perhaps similar to how you can currently show or hide these). The issue with the current functionality is that users are either able to interact with a user control (such as a workflow submission) without relevant criteria met (such as all data entered). For some user controls there can be a feedback dialogue box but this is not always the case - think a combobox that relies on input from another user control to work. Hiding controls is problematic as users may not know that control exists and how to enable it.


New feature could include a separate formatting and help text for disabled user controls (such as greyed out, and indication that certain criteria need to be met to use).
