Add the possibility to change time zone on spreadsheet server Merged

Time zones can be configured in integrators and schedulers but not in the spreadsheet server of an instance. By default UTC+0 are shown when using Excel formula =now()

This capability would enable users to add the exact time in printed Web spreadsheet and Canvas reports
