Responsive Frameset or canvas

To create a newer modern navigation we need a responsive Frameset. Please check OnePlatform navigation or Best Practice Accelerator navigation. This navigation page (view in screenshots) is used in most customer projects. It is not responsive or modern looking due to missing features to make it look more modern and responsive. Currently you can click on a button to change the whole view so the navigation is hidden. It would be great if we could use hide stack feature similar to canvas components.
We cannot add the navigation to each report because if we want to adjust it like adding a new report we would need to adjust all reports (navigation in each report). Therefore Framesets are the way to go, but currently the width is hard coded.
