The finished state in workflow is hardcoded to be 1000. This is per KB.
The issue is that when there are >1000 elements in the step dimension, the calculation of the finished and active rates will be wrongly calculated. With increasingly larger customers and more requirements for flexibility Jedox needs to be able to support more than 1000 base levels underneath any level that is assigned to a planner.
