Cell Properties handling in OLAP for frontends

OLAP Server contains storage for persisting cell properties (e.g. number format, foreground color, note,...). This can be used to centrally define and store properties of the cell and then later be shared on different frontends e.g. define rule that all cells where value is negative, are displayed in red color. #11739

    Relevant metadata for Success-Charts should be included as well, to determine visualization type. Example: Diagramm for Headcount looks like a needle, while Revenue is displayed as Bar-Chart. Or: Information for Actual, Forecast and Plan Periods
