Currently we need to grant write access to dimension and dimension elements in order to allow user to upload a file to designer. however if I find it doesn't make sense, because we need to allow user to upload a excel/csv file upload data but it should not come with a write access to dimension and dimension elements. it is not matched.

Regarding the Jedox Add-in for Excel 365 limitation, could it be that this idea "Right Object that Controls Attribute Writebacks from Excel" would resolve your access right concerns? If that is the case, you can vote for the idea. The idea is already planned and being reviewed internally.
